Cole slaw with raisins and dulce

Ingredients:
1 small head red cabbage
1 red bell pepper sliced
1 red onion thinly sliced
2 T rice vinegar
3 T hemp oil or olive oil
1 t tarragon
2 T dulce
1 C soaked raisins
Directions:
mix let set an hour, serve
